re installing wordpress

Probably a silly question but how do I clear my databases?

I installed WP a few months back for a play, but now I'm trying to install it to a different location and i get this message:

Hosting control panel > Database Name > Delete

Thanks.

If I mess about with this and then want to shift it from domain.com/dev/test/ to domain.com/blog/ is it possible to just move all the WP files to the new directory and change the URLs in the settings?
