I have a site - www.realdesignnetwork.com which contains a directory of standards compliant web designers from around the world. The idea is to promote web standards and standards based design as well as helping clients find a quality designer.

Its completely free and you will get a link back to your site. The site is still very new but its growing fast and we already have some great designers listed.
