Can't be that hard to find out what the function of site is, it's not like you are handed a can of cat food and asked to create "something".
Form follows function, but you can still design a site without content, so long as you have a rough idea of what it might be. This sort of complaining is just obnoxious time wasting, mommy isn't going to hold your hand, just build the site.
