I may be just being simple here, but I thought the value was the value was the value.
E.g. One company we design for has Blue and Orange for their logo (hmm never guess it was started in 1999, it was sooo in

). Their colours are blue = 100 92 2 2 and orange = 0 78 100 0. Just tried rounding down in InDesign and it doesn't seem to make much of a difference on-screen, but not sure if it would be more noticable on the press.
