I've been hosted with Web-Mania for over 3 years now and I've never had problems like you describe. 50% downtimes is a bit extreme, and if it's true then you certainly should be getting at least a part refund from them.
On the occasions that I do get downtime I usually just use the LiveHelp feature or email them, and they sort it pretty quick.
Another other point is that Web-Mania's server 9 is known to be a dodgy server, so you may be getting problems if you're on there. Just ask them to move you to a different server, one of my friends done this just before Christmas.
I think Web-Mania's services are great and it's only £20 a year for a ridiculous amount of features!!!
