Macromedia Fontographer is an application that would do this job for you! It's an old-ish app with a slightly outdated interface - but its easy to use (maybe because of it's age?)
FontLab (from Pyrus) is another option - haven't tried it but it should be good, they say... relatively new program. v3.1.3 should be the latest version.
