I wouldn't know about the content but visually it looks very dated.
Odd use of photography for the header, has no relation to PHP. The background image is too distracting and quite ugly.
Don't mean to sound harsh, but it's not going to attract many visitors.
Maybe have a look at some other tutorial sites out there. You don't need to create something amazing, but at least something that's bearable. Take
Web Development & Design Tutorials - NETTUTS as an example, its well structured and visually it's simple and easy on the eye.
