First, tries to get the specs from the customer, like the colors, type of contents, what they want to see in the web site, blah blah... then work on a draft or two in photoshop. After they agree on the design, I will start to slice it up.
I used to work with web pages with notepad. But I think that I am spoiled with many great softwares. XD
