300dpi for print. Not really sure why you would make your file 10x18 though. If your original is 12x18. As long as you have 1/8in to 1/4in bleeds (depending on where you are printing) you should be ok.
At the print shop I work, our press workers only need 1/8 inch bleeds. So that would mean (if you don't want to stretch your image) that your file will be 12.25 x 18.25 inch at 300dpi
