It might well be. If the disk they send is formatted for the US and Canada (Type 1), you will not have much joy from it in the EU where disks are formatted for Type 2. Don't ask what the difference is, I haven't the foggiest. But it's probably the way to ensure that Europeans pay through the nose for American software in order to subsidize the American home market.
