You kind of answered your own question... people don't value the profession of web design because it's overrun with non-professionals (kids, usually) offering their services for next to nothing.
The real root of the problem lies in the fact that there's no certification or education required to become a web designer. As a result, virtually anyone can do it with very little practice, and the general public really has no way to distinguish one from another.
