Illustrators generally base their fees on 'usage'.
Here is a link to a UK site (The Association of Illustrators) where you'll find
how illustrators arrive at a fee, examples of fees for different uses and a useful
Acceptance of Commission form.
Of course the fees are in GB£ but you should be able to get an idea.
