Ironically, it apparently passed the Acid 2 test on the same day Opera filed their complaint to the EU about Microsoft's lack of standards support.
I actually think web developers should take the lead on this one, and strictly enforce standards themselves. Cut the quirks and hacks out of sites and force people to upgrade. At some point, someone needs to draw a line in the sand and say, if you're still using IE7 or IE6, you ain't going to be able to use the entire web unless you use a standards compliant browser. Kinda like the switch from Analogue to Digital TV.
