with your question, yeah exchanging links to other web designers may improve your PR especially when that link exchange partner has a high PR of like 5 and above. Usually it's better to exchange links with your competitor or complementary sites. Don't link exchange with sites that has nothing to do or not related at all to your site coz that would have a bad effect.
