As far as I remember, .net magazine ran a tutorial series developing a forum - think it was using php. It may on the website now -

The book, PHP & MYSQL Development, has a good chapter on building a message board.
FWIW, you're really reinventing the wheel when there are loads of tried and tested free forum scripts out there to use.
