Totally agree with you, I am a fan of unobtrusive degradable JavaScript, and understand totally why users will disable/block untrusted JavaScript content for various reasons. I use NoScript to get rid of annoying Google Ads and those flash banners that try to cover the viewport when all you want to do is read the article.
Nearly all browsers out there do support JavaScript, but you are right that developers should not assume they have it enabled, besides search engine spiders ignore JavaScript, so it doesn't do much good if they can't crawl the website effectively.
