Does anyone know where I can source copy/tamper proof paper? The kind of paper that won't replicate in scanners and such?

If I needed to design one myself, how hard is it, and would I need to source a specialist printer? I'm not too great with illustrator, but I'm hotcakes on photoshop, would this be worth investing time in?
