I would say amsterdam.
Unless you know people in Dubai personally and have a history with them OR you're there with a company based somewhere else that just has an office there, as a low level employee, I would be very wary of going there. My dad used to work there for a bank, but he had connections to the royal family in Dubai, so we were ok (this was also 20-22 years ago). Also you can expect to be VERY restricted as to what kind of design you can get away with there.
