Hi Zerro

to start off a website you really need to know HTML and CSS. The beauty of it is, all the answers are on the web, AND even if you know hardly anything about CSS you can still create something amazing!

for now i suggest you forget php js etc stick to html and css, get to know them, then get designing.

You will also need photoshop skills to create a nice design...about 4 years ago when i started out, i knew nothing of photoshop and web design. But i knew how to build pages [using dreaded DREAMWEAVER] they came out boxey and always square. The more i progressed, the more advanced and professional my sites started looking.

main things to know:
CSS
HTML
What a person is looking for when they are coming to your site

software to have:
Dreamweaver 8 [good for people starting out, and still used by pros today [it just loves to add it's own code every now and again]
Photoshop CS or CS2 [CS2 can slow your computer down depending on it's spec, but CS is as good as]
