Ignore wavereel completely.
First off, don't use empty <div>s for everything. You might as well be using tables, inline images, and font tags if you're going to do that or just slice things up in Dreamweaver.
But you know better than to do that, so it's time to learn how to do things right!
Try Googling "css layouts" and reading up and learning how those work. You could certainly put those menu items below the header as they are, but it would be needlessly complicated.
You don't need to use positioning at all for a layout like that. Normal document flow and floats would work fine and be a lot more flexible - for instance, your content boxes don't grow at all.

Actually, this has inspired me. I'm going to start repairing cars in my spare time....even though I have no idea how an engine works! It can't be hard, I'll just bang around with a hammer and a wrench until it "works"!
Ugh. This is why I hate the term "Web 2.0". It was irritating enough when it was just a marketing buzzword, but now that it's morphed into a "style", it's lost all meaning.
