I'm assuming he means he'd use DWT files, which are all well and good except a bitch to work with if you're not willing to be raped out of $400 for Dreamweaver. Of course, HTML files built with DWT files can be edited with any text editor - Notepad included.

Best bet is to use PHP includes for templating.

Also, if his budget's $80, then how can you expect him to buy a copy of Dreamweaver for $400?
