i have seen filters around to get the same effect (definitely seen it for fireworks), not as rough or grungy but almost, then i would add layers and play around with brushes to give it a more random effect.

or...

just play with brushes, colours (looks like theyve used a few colours), pressures and layers in photoshop until youre happy.
