almost all dvd's are created in photoshop. you can make stuff in flash, director, etc but then you bring it into the program as an avi file (or similar).
remember, with dvd you don't (yet) get the interactivity of traditional cd-roms or web.
encore will retail for around 500 quid - far cheaper than 20k, which is what maestro used to cost
