if the css code is in the document then the search engine bots will read it but disregard it. if you (why wouldn't you???) store it in an external file AFAIK you are OK - same reasoning for external javascript.
typically the bots will read x kb's of the page irrespective of what type of code it is, hence the possible misunderstanding.
